The Galactic Parliament (usually referred to just as “Parliament”) is the unified political body that represents the vast majority of known space. Within the galactic parliament, all beings are given the franchise, with which they elect planetary representatives. All planets considered to be “indepedent” have at least one representative; planets are granted proportional representation based upon population. Colony planets vote for representatives for their homeworlds, whereas citizens at small outposts and upon space stations may vote for representatives from their world of origin. Citizens born at these locations are considered citizens of their parent or parents’ homeworld; this does mean there are some people whose family have been at outposts for several generations who are technically citizens of a world they have never and will never live upon.
Though there is a position of a Prime Minister, this position is usually considered ceremonial; there are no strong executive-branch powers that come with the position. It is the mass of parliamentary representatives that have the power. Moreover, the representatives for a given sector appoint the judges and the heads of global bureaucracy on their homeworlds. The lack of a strong executive means that it can take Parliament a long time to react to situations unless there is significant political will regarding an issue.
Parliament also controls oversight of the combined Galactic Army and Navy services, as well as the Galactic Information Service (GaInServ) and Federal Justice Agency (FJA, or simply “the feds”). There are also a panopoly of federal agencies whose powers derive from the authority of the Parliament.
